Documents Required for Learner's Licence in India
The documents required for a learner's licence are standard across most states, with minor variations. Here's the complete checklist.
Core Documents Required
1. Age Proof (any one)
- Aadhaar card
- Birth certificate (issued by municipality/gram panchayat)
- School transfer certificate / marksheet (Class 10)
- Passport
- PAN card (for age proof only)
2. Address Proof (any one)
- Aadhaar card
- Voter ID card
- Passport
- Ration card
- Utility bill (electricity/gas/water) — not older than 3 months
- Bank passbook with address
3. Photographs
- 6 recent passport-sized photos
- White background preferred
- Should clearly show face (no sunglasses, no heavy filters)
4. Application Forms
- Form 1: Application for Learner's Licence
- Form 1A: Medical certificate (physical fitness declaration)

5. Payment
- Fee: ₹200–₹400 (varies by state and vehicle class)
- Accepted via DD, online payment, or cash at RTO cashier
Self-Attestation Rules
For non-transport vehicles (personal cars, motorcycles), documents can be self-attested — you sign and date the photocopy yourself.
For transport/commercial vehicles, you may need gazetted officer attestation.

You can apply online and just visit RTO for the test (no queuing for forms):
1. Go to parivahan.gov.in
2. Select your state → Driving Licence → Apply for LL
3. Fill Form 1 and Form 1A online
4. Upload scanned documents (PDF, under 1MB each)
5. Pay fee online (debit/credit/UPI)
6. Book your test slot at the RTO
7. Visit RTO on test day with originals for verification
Documents to Carry on Test Day
Even if you applied online, carry originals of:
- Age proof
- Address proof
- All photographs
- Fee payment receipt (print or screenshot)
- Aadhaar card (most RTOs require this)
Special Cases
Learner Licence for Two-Wheeler (16–18 year olds)
- Age proof showing 16+ years
- Parent/guardian consent letter (Form LLR for minor)
- Parent/guardian's ID proof
- Only for vehicles without gear (moped, scooter under 50cc)
Change of Address on LL
If your address changes after getting LL, update it before applying for DL. Use Form LLD at the RTO.
Lost Learner's Licence
Apply for a duplicate with:
- Form LLD (Duplicate LL application)
- FIR copy (optional, but helpful)
- Same address + age proof documents
- ₹200 fee
